According to me an area within a mobile site or app that has been made available for display advertising. Different ad slots may represent different sections of a publisher’s site or app, or different placements for ads within a single page.

They have to care about both! If have you a high eCPM but only a 20% fill rate... you are not making money 80% of the time! Same as if you have 100% fill rate, but are only making .000001 ecpm...

Don't expect just one ad network to have both high, you need to use more than one + you can use mobile ads whether your site is mobile optimized or not. Not every mobile ad network can put mobile ads on normal sites, but I know Tapit can.
