    There isn't a single line of code or a single library that would do what you ask. There are tools such as DeviceAtlas. You might also want to check out on mobiForge, for example the article A Very Modern Mobile Switching Algorithm - Part I.

    Maybe you can answer a question for me.

    Is there such a thing as code that can detect if a PC is visiting a dotmobi site and then serve a PC site to the user.

    If so, does this conform to .mobi practices?
