Can this "create a mobile website in 4 steps" work?

I found this website

which states that you can make a mobile website in 4 steps:

1) set up a domain mirror
2) create a global_prepend file
3) create a global_append file
4) create an .htaccess file to activate the above two files

I tested this at www•1728•mobi but it does not seem to work.
Any ideas?

You need to upload something to your site as it just comes up with a bluehost defaul page by the looks of it

Hi Andy,

Yes, I forgot to load something to the website so I put together a one sentence index page. It doesn't come up with the BlueHost screen but it sure doesn't look like it is formatted for .mobi either.
Well, it's a start.

Heck, I think I've got something going.
I've set up an index page:
www•1728•mobi

and it has 2 links to two mobile "webpages". I created abbrevaited versions of actual pages on my website because I didn't want to spend too much time if I'm doing something wrong.

Well, what do you folks think?
